When does the new Graduated Driver License (GDL) decal law (Kyleigh’s Law) take effect?

Who is required to display the GDL decals on a vehicle?

  1. -Drivers under age 21, who possess a permit or probationary license, must display the GDL decals when operating a motor vehicle.


I’ve already been driving for six months. Do I still need to display the GDL decals on my vehicle?

  1. -Yes. Any driver under age 21, who possesses a permit or probationary license, must display the GDL decals when operating a motor vehicle.


How long am I required to use these decals?

  1. -It depends on when you first obtained a permit. A driver, under the age of 21, must display the decals during the period when he or she possesses a permit or probationary driver license. The decals are no longer necessary once the driver obtains a full privilege driver license.


Are decals required on the vehicle used for a road test?

  1. -Yes. Decals are required if the permit holder is under 21 years of age.


Who can purchase decals?

  1. -Decals can be purchased by anyone - permit holder, probationary driver or parents at local motor vehicle agencies for $4 per pair.


How are the decals to be displayed?

  1. -When operating a vehicle, the driver subject to Kyleigh’s Law must display one decal in the top, left corner of both the front and rear license plates.


What is the penalty for not displaying the GDL decals?

  1. -Any driver subject to Kyleigh’s Law who fails to display the decals when operating a motor vehicle faces a $100 fine.


My son or daughter shares the same vehicle with me. What should I do with the decals when I am driving the vehicle?

  1. -Any other drivers not required to display the GDL decals should remove them prior to operating the vehicle.


Passengers are limited to dependants and one additional person. Are brothers and sisters of the driver considered dependants?

  1. -No. A dependant is a permit or probationary driver's child, not siblings.


Where can I purchase a pair of GDL decals?

  1. -GDL decals are sold at any Motor Vehicle Commission Agency.


How much do the GDL decals cost?

  1. -GDL decals are sold for four dollars per pair.


May I purchase more than one pair of GDL decals?

  1. -Yes.


May I purchase just one decal?

  1. -No. GDL decals are sold in pairs only.


What happens if I lose a decal or they are stolen?

  1. -Replacement pairs are available at any Motor Vehicle Commission Agency for four dollars per pair.


If I display a temporary (paper) license plate on my rear window, how do I display the two (2) GDL decals?

  1. -If a GDL driver is operating a vehicle with a temporary paper license plate, display the two (2) decals on the front and rear of the vehicle where a regular license plate would be.


Motorcycles require only one (1) license plate. Where should I place the two GDL decals on a motorcycle?

  1. -If a GDL driver is operating the motorcycle, stick one (1) decal on the motorcycle license plate in the top left corner. If the top left corner already has a decal, stick the GDL decal on another corner.


I have a GDL driver who works for my automobile dealership. Our “DEALER” plated vehicles are required to only have one license plate. Where should I place the two GDL decals when there is a “DEALER” license plate?

  1. -If a GDL driver is operating the DEALER plated vehicle, stick one (1) decal on the DEALER license plate in the top left corner.
